Last week, in what the GCA appropriately called another “kick-the-can-down-the-road” solution, the House of Representatives voted to extend the FAST (Fixing America’s Surface Transportation) Act for one year, as part of a package that will fund the federal government through December 11, 2020. This interim measure, expected to pass the Senate shortly, is needed to keep Highway Trust Fund dollars flowing to states after September 30. Sadly, because Congress failed to complete a new multi-year reauthorization bill earlier this year, the long-term bills which were advanced in the House and Senate this year, will be set-aside and the two chambers will have to start the process again in 2021.
