Jim is chairman of the Long Island Contractors' Association and immediate past president of the New York Chapter of Associated General Contractors. The Pratt family has been in construction since 1926. Jim started out working with his father at Guy Pratt Inc., after which he and his brother Tom started their own independent company, naming it Pratt Brothers Inc. A Garden City resident, Jim and his wife, Cathy, have three sons. Jim has a civil engineering degree from Lehigh University.

Paul is Secretary-Treasurer of Kings Park Asphalt and a third generation Long Island contractor. His company has been producing asphalt at the same Kings Park location for 59 years. A graduate of St. John's University with a degree in accounting, Farino joined his brothers, Michael, Jack and Anthony at the family firm after three years of working for a Fortune 500 company. He lives in Fort Salonga with his wife, Debbie, and two sons.

James is general manager at Rason Asphalt. He entered the family construction business in 2001, shortly after graduating from Hofstra University Law School. He worked for Newborn Construction and moved to Rason Asphalt in 2004. In addition, he is an employer trustee for the benefit funds of Local 138, International Union of Operating Engineers (IUOE). James holds an undergraduate degree in political science from Hofstra University. He and his wife, Lorraine, and daughter, Ella, live in Massapequa.

Phillip Beyer is Executive Vice President of Bancker Construction Corp. A graduate of George Washington University and Brooklyn Law School, Mr. Beyer returned to Bancker in 2009, joining his father Stephen and uncle Michael to run the firm his grandfather incorporated in 1958. Bancker’s work focuses on utility infrastructure improvements throughout the New York metropolitan region. During his tenure with Bancker, Phillip has deepened the company’s commitment to training, risk management and customer service. His legal background coupled with two decades of exposure to urban and suburban civil construction challenges has helped sensitize the company to communication and community involvement in projects. He is active in several philanthropic pursuits involving health care and veteran’s affairs. Phillip lives on the North Shore of Long Island with his wife and two sons.

Jason Golden is President of 110 Sand Company located in West Babylon, NY.  110 Sand Company has operated for over thirty years providing sand and gravel resources that have built Long Island and the New York metro area. As President, Mr. Golden brings his background in business economics and finance, as well as hands-on involvement to guide the company's daily operations and continued growth through the 21st century.  Prior to joining 110 Sand in 2005, Mr. Golden worked at Deloitte & Touche as a Senior Consultant in their Regulatory Division, as an Investment Banker in Natural Resources at Goldman Sachs, and at the New York Stock Exchange as a Regulatory Examiner.  Mr. Golden also serves as a board member on the Farmingdale College Foundation Board since 2010.  Mr. Golden holds a Bachelor of Science in Business Economics from Hofstra University.

Billy is a principal of Grace Industries LLC, a Haugland Group company and a full-service civil/heavy highway construction firm primarily serving the New York metropolitan area and the Northeastern United States. Starting as an entry level project administrator, from 2005 to 2006, Mr. Haugland worked on various projects at Hawkeye.  Under the guidance of Hawkeye Project Managers and his father Bill Sr., eventually Billy progressed to a project managerial position with the firm.  In 2007, the Haugland Group acquired an asphalt plant in Queens, NY.  This was the beginning of Grace Industries LLC & Grace Asphalt LLC.  Similar to his approach during his work with Hawkeye, he worked within every aspect of the operational facility.  In addition to Grace Asphalts’ productivity, Haugland was also thoroughly involved in Grace Industries, their heavy civil construction “sister” company.  Grace Industries has grown to become one of the largest NYSDOT contractors in the downstate regions.  Billy continues to uphold the family legacy, applying his solid professional understanding of the industry with his personal integrity and reputation for hard work.

Peter is President of Peter Scalamandre & Sons, Inc. and its eight subsidiaries. Started in 1929 by Peter's grandfather, the business began as a small driveway contractor and has successfully grown under the guidance of Peter's father, Joe, and his uncle, Fred, into a full service construction firm. A graduate of Utica College with a degree in construction management, Peter is a member and Past President of the Concrete Contractors of New York. Devoted to helping others in need, Peter sits on the board of the De La Salle School for underprivileged middle school boys in Freeport. He's an avid boater and lives with his wife, Connie, and two daughters in Seaford.

Samantha is President of Our Rental Pumps in Farmingdale, New York. Inspired by her family’s success and proud to be representing the 4th generation of Ruttura's working in the Long Island construction business, Samantha opened her own company—Our Rental Pumps—in 2011. The company is constantly evolving and growing to meet her customer’s needs. Today they offer rentals on concrete pumps, tele belts, excavators and Magni Telescopic Handlers. Over the past few years, Samantha has worked to grow the company while finalizing WBE certifications. Today, her company is currently certified WBE by New York State, New York City and The Port Authority of NY & NJ. She is also an active member of the American Concrete Pumping Association and an advocate for the ACPA Operator Safety Training and Certification. Samantha has a Bachelor’s of Science degree in early childhood education and currently lives in Huntington.

Joseph K. Posillico is the President & CEO of Posillico. With over 32 years' experience in the construction industry, Joe's primary responsibilities include oversight of estimating, project management and Strategic Planning. Joe graduated magna cum laude with a Bachelor's Degree in Civil Engineering from Villanova University in 1981. Upon graduation, he joined the Exxon Corporation. While at Exxon, he coordinated and oversaw various construction and environmental remediation projects. He also managed his division's safety program and participated in labor negotiations.  In 1987, Joe returned to Posillico and managed several complex projects for both the NYSDOT and the Port Authority of NY & NJ. In 1991, he joined Posillico's estimating department. He then assumed the role of Vice President and Chief Estimator, the position he held until becoming President in 2004.

Executive Director


Marc Herbst is the Executive Director of the Long Island Contractors' Association, Inc. (LICA), a nationally regarded advocacy organization that seeks increased funding of our region’s infrastructure. As the association's chief executive officer he is responsible for the daily administration of programs and services offered to LICA’s more than 150 member firms that create thousands of construction jobs within a bi-county area. Mr. Herbst also serves as Vice President of the New York Roadway and Infrastructure Coalition (NYRIC) and is a Past Chairman of the Council of State Executives for the American Road and Transportation Builders Association (ARTBA).

Mr. Herbst is also active is various business and labor organizations. He is a member of the economic development and infrastructure committee for the Long Island Association, the region's chamber of commerce, and also serves as a member of Governor Andrew Cuomo’s Long Island Regional Economic Development Council's infrastructure subcommittee. In addition, Mr. Herbst is an employer trustee for several labor benefit trust funds, such as Laborers Local No. 1298, Operating Engineers Local No. 138, and Teamsters Local No. 282.

Mr. Herbst joined the association in 2006 after serving the New York State Thruway Authority as its Director of Transportation Planning and Environmental Services. In that position he also served as the Executive Project Manager for the planning study to the new Tappan Zee Bridge now under construction between Rockland and Westchester Counties.

While representing part of Long Island in the New York State Legislature for five terms, former Assemblyman Herbst concentrated his efforts in his field of expertise, serving as the ranking member of the Assembly Transportation Committee. He also served as a member of the Metropolitan Transportation Authority's Capital Review Board and as a member of the Long Island Commission on Critical Transportation Choices.

Mr. Herbst has been recognized professionally and personally, honored as the "2010 Construction Executive of the Year" for his contributions and leadership as the chief executive officer of LICA, and was named the Hicksville Chamber of Commerce "2002 Citizen of the Year." His community and charitable work includes service as a board member of the United Way of Long Island, a Long Island trustee of Molloy College’s Energeia Partnership, the president of the Hicksville Community Council, that community's umbrella organization of all clubs and organizations, as well as the president of the Hicksville Library Board.

Herbst, who holds a Master's of Divinity from St. Bernard's School of Theology and Ministry, Rochester, NY, is an ordained minister and presides as pastor of the Church of Our Saviour, Lutheran in Manhasset. He had previously served as the Chief of Staff to the New York Metropolitan Region’s Lutheran Bishop, responsible for implementing a strategic plan for its 200 ministry sites. His educational training further includes a Master of Science degree in Transportation Planning and Engineering from Polytechnic University, Brooklyn, and a Bachelor of Science degree in Business Administration from SUNY Empire State College. He and his wife Carol, a court reporter, reside in West Islip. They have three adult daughters and one grandson.

Deputy Executive Director / Chief Financial Officer

Sheryl Buro joined LICA in 2009 as Comptroller / Office Administrator, responsible for internal financial controls and administration, as well as monitoring external financial matters affecting the highway and heavy construction industry, such as analyzing and auditing public works bids, contracts and municipal capital programs. For nearly a decade prior to joining LICA, Sheryl held several prestigious Associate positions in the Treasury, Management Reporting & Analysis, and Fund Accounting Departments at Ivy Asset Management, a subsidiary of the Bank of New York - Mellon, as well as serving as a Senior Account Administrator at F.A. Spina & Co. Sheryl is now the Deputy Executive Director/Chief Financial Officer here at LICA. She holds a Bachelor of Science in Business Administration from Boston University.

Director of Marketing, Research & Analytics


Lynn was recruited to join the staff of LICA in October 2014 to help the organization expand their advocacy efforts through enhanced marketing and communications (digital and print) while providing additional research and analytical support. She manages all LICA member events, meetings and trainings, and is responsible for producing bi-weekly newsletters, LICA’s annual report as well as all advertising & campaign materials. In 2017, serving as lead writer and managing editor, Lynn helped LICA launch Long Island Road Warriors, a high-quality, quarterly trade magazine for the heavy construction industry which she also designs and produces through her private marketing firm which she established in 2001. Lynn holds an Associate’s Degree in Business Administration and currently lives in Huntington, New York.

Assistant to the Executive Director


Samantha Barone joined LICA in August 2015 as the new part-time Assistant to the Executive Director. Samantha serves as the front desk receptionist while supporting the LICA staff with daily operations and special projects. She assists with website updates, member mailings, proofreading, bid results, and much more. Ms. Barone can also be found working at LICA events throughout the year. Samantha currently lives in Medford, where she raises her daughter, Jordyn.
