LICA Attends ARTBA NE Regional Meeting

LICA’s Deputy Executive Director and CFO, Sheryl Buro, attended ARTBA’s Northeastern Regional Meeting held this past week in Atlantic City.  As an ARTBA affiliate, Sheryl served as a panelist, along with Walter Pacholczak of AGC-New York. They gave market updates and government affairs reports for our region, noting several mega-projects which are underway, including LIRR Double Track and Third Track, as well as projects in the NYC metro region including the Tappan Zee Bridge, Kosciuszko Bridge, LaGuardia Airport, 2nd Avenue Subway and East Side Access, which will connect the LIRR directly to Grand Central Station. Sheryl also spoke on some of the “highlights/lowlights” of the past year, including a few items listed below:

  • NYS Legislature passing the first long-term capital program in over a decade.
  • Five year plan calls for average of $22.1 billion DOT capital investment through 2020.
  • The industry fought for funding parity in highway and transit: Got $22.1 billion for highway and $26.1 billion for transit.
  • Budget was approved April 1 but the project letting list was not released until LICA filed FOIL request in July.
  • Governor Cuomo raised MWBE requirements to 30% (before a disparity study was completed) and despite an inadequate inventory of minority contractors to fulfill goals.
  • Local contractors’ dilemma: Governor favors mega-projects but his policies overlook the abilities and strength of local contractors (e.g. LIRR Third Track is likely being designed and sourced to a single contractor, making it most likely to be awarded to a large international firm or national joint-venture instead of local firms).
