Jim is chairman of the Long Island Contractors’ Association and immediate past president of the New York Chapter of Associated General Contractors. The Pratt family has been in construction since 1926. Jim started out working with his father at Guy Pratt Inc., after which he and his brother Tom started their own independent company, naming it Pratt Brothers Inc. A Garden City resident, Jim and his wife, Cathy, have three sons. Jim has a civil engineering degree from Lehigh University.

Phillip Beyer is Executive Vice President of Bancker Construction Corp. William Haugland Jr. (Billy) is Co-President of Haugland Group LLC, a Long Island, New York based infrastructure services company with subsidiaries that provide a wide range of heavy civil, energy and transportation construction services.
Exploring his passion for transportation infrastructure at a young age, Mr. Haugland took a role within his family-owned construction business, working in the field with project management teams. He held several positions throughout the company’s subsidiaries, taking an immersive approach to learning the intricacies of the various businesses. In his current role, Mr. Haugland oversees the management of Haugland Group’s portfolio, including Grace Industries LLC and Haugland Energy LLC, which operate throughout the Northeast and Mid-Atlantic regions of the United States.

Joseph K. Posillico is the President & CEO of Posillico. With over 32 years’ experience in the construction industry, Joe’s primary responsibilities include oversight of estimating, project management and Strategic Planning. Joe graduated magna cum laude with a Bachelor’s Degree in Civil Engineering from Villanova University in 1981. Upon graduation, he joined the Exxon Corporation. While at Exxon, he coordinated and oversaw various construction and environmental remediation projects. He also managed his division’s safety program and participated in labor negotiations. In 1987, Joe returned to Posillico and managed several complex projects for both the NYSDOT and the Port Authority of NY & NJ. In 1991, he joined Posillico’s estimating department. He then assumed the role of Vice President and Chief Estimator, the position he held until becoming President in 2004.
Marc Herbst has served as Executive Director of the Long Island Contractors’ Association (LICA), the premier regional trade association of the heavy construction industry since 2006, where he manages services and programming, labor, and safety training for more than 170-member firms and acts as the voice for the industry’s public and government advocacy. Under Mr. Herbst’s tenure, LICA has become a critical driver of the Long Island economy, responsible for thousands of construction jobs within the bi-county region. He serves concurrently as the New York Roadway and Infrastructure Coalition (NYRIC) president. In addition, Herbst is a Past Chairman of the Council of State Executives for the American Road and Transportation Builders Association (ARTBA), a board member of the own of Islip’s MacArthur Airport’s Advisory Board, and a director of the Midway Crossing Local Development Corporation (CDC).
A sought-after public speaker and industry leader, Mr. Herbst plays an extensive role in various regional business and labor organizations. He is an employer trustee for several labor benefit trust funds, including Laborers Local No. 1298, Operating Engineers Local No. 138, and Teamsters Local No. 282. He also proudly serves as a United Way of Long Island board member, sitting on the Audit, Finance & Administration Committee. Previously, Mr. Herbst served as a Bethpage Federal Credit Union associate board member. Mr. Herbst is the former Director of Transportation Planning and Environmental Services for the New York State Thruway Authority. In that role, he served as the executive project manager for the study to rebuild the new Mario M. Cuomo Bridge. Prior, he served as a five-term State Assemblyman, working as the ranking member of the Assembly Transportation Committee. As an elected official, he was respected on both sides of the political aisle for his integrity, willingness to engage in thoughtful debate, and commitment to public service. He also served on the MTA’s Capital Review Board and the Long Island Commission on Critical Transportation Choices.
An ordained minister of the Evangelical Lutheran Church in America (ELCA), the Reverend Herbst is now assigned as pastor of St. John’s Evangelical Lutheran Church, Lindenhurst, NY. He previously served as the Chief of Staff for the New York metropolitan region bishop and pastorate positions at the Church of the Good Shepherd – Lutheran, Plainview, NY, the Church of Our Saviour, Lutheran, Manhasset, NY, and Faith Evangelical Lutheran Church, Syosset, NY.
Herbst holds a Master of Science degree in Transportation Planning and Engineering from New York University, a Master of Divinity from St. Bernard’s School of Theology and Ministry, and a Bachelor of Science degree in Business Administration from SUNY Empire State College. He also enrolled in doctoral studies in Biblical Preaching at Luther Seminary. Mr. Herbst is a 2008 graduate and current board member of the Energeia Partnership at Molloy University.
Mr. Herbst and his wife, Carol, reside in West Islip, NY. They are the proud parents of three adult daughters and five grandchildren.
Sheryl Buro joined LICA in 2009 as Comptroller / Office Administrator, responsible for internal financial controls and administration and external financial matters affecting the highway and heavy construction industry, such as analyzing and auditing public works bids contracts and municipal capital programs. For nearly a decade before joining LICA, Sheryl held several prestigious Associate positions in the Treasury, Management Reporting & Analysis, and Fund Accounting Departments at Ivy Asset Management, a subsidiary of the Bank of New York – Mellon, as well as serving as a Senior Account Administrator at F.A. Spina & Co. Recognized by Long Island Business News as one of Long Island’s Most Powerful Women, Sheryl is now the Deputy Executive Director/Chief Financial Officer here at LICA. She holds a Bachelor of Science in Business Administration from Boston University.
Jaime Franchi joined LICA in 2022 as Director of Communications and Government Relations. She is an award-winning communications professional with experience in government, investigative journalism, and media relations. Before joining LICA, Jaime served as Government Relations Liaison for Island Harvest Food Bank, where she advocated for anti-hunger policy. Her prior experience includes serving as Suffolk County Deputy Communications Director for Strategic Planning, Associate Public and Media Relations Director at Long Island University, Vice President for Communications at CooperHill, and Executive Editor at Morey Publishing (Long Island Press/Milieu Long Island Magazine). Jaime graduated from Dowling College with honors in English Literature and attended the graduate program for English Literature at Hofstra University. Jaime is a member of the 2022 class of the Energeia Partnership at Molloy College. She currently resides in Islip Terrace with her two children.
Cheryl (Cheri) Rice joined LICA in 2021 as Director of External Relations. She assists the Executive Director in representing the association at various stakeholder and community events, governmental forums, and political fundraisers. Most recently, Cheri has held previous positions as assistant to the Hempstead Town Supervisor, District Director of the 4th Congressional District Office, and executive assistant to the Nassau County District Attorney. Cheri also brings extensive event planning and management experience from her previous work with Nassau Coliseum and Suffolk County Sports and Exhibition Center, as well as the United States Tennis Association and National Football League. Cheri has a Bachelor of Science degree in Business Administration from Skidmore College and resides in Sea Cliff, NY.
